in a very peaceful, full of thanks and courtesies between majority and minority directors, at 17.15 a perky Ernesto Ballini, opened the session of the City Council.
All 'agenda:
1. Proceedings to establish the existence of supervening grounds of incompatibility in respect of Councillor Hugh Faustini art. 63 co. 1 No 4 Leg. 267/2000. Disputed cause of incompatibility to the council concerned.
2. Municipal School Children "Regina Margherita". Amendment to Articles. 1, 2, 8 agreement approved by Resolution No. CC 27, July 14, 2008. Changes in the budget.
3. Determination regarding the identification of the governing bodies deemed necessary. Article 96 Legislative Decree no. 267/2000.
4. Municipal committee for training and updating of the registers of permanent Judges of the Assize Court and People's Court of Assizes of Appeal.
5. Appointment of Planning Commission members.
6. Commission members appointed Public Works and Environment.

Punto 1.
Ballini legge il dispositivo per cui avendo il consigliere Ugo Faustini fatto ricorso al T.A.R. Lazio contro l'ingiunzione comunale di ripristino per alcuni lavori che l'Ufficio tecnico ritiene abusivi, si è messo in una condizione di incompatibilità laddove come consigliere comunale ha una vertenza giudiziaria con il Comune.
La votazione richiesta è per approvare o meno l'avvio della procedura che porterà alla decadenza del consigliere Faustini, a meno che, entro venti giorni, non rimuova il motivo dell'incompatibilità.
L'esito della votazione a favore dell'avvio della procedura è espresso all'unanimità con la sola astensione di Faustini e Gobbi (quest'ultimo aveva preannunciato la sua astensione in quanto nella vertenza agisce da legale del Faustini ndr.)
Punto 2.
L'aumento delle richieste per l'asilo comunale è stato tale da rendere necessario formare una terza classe. L'ordine religioso, che gestisce l'asilo, a motivo della diminuzione di vocazioni non ha potuto soddisfare la nuova esigenza e si è dovuto provvedere con una insegnante laica. Questo ha comportato una esigenza di aumento di spesa a cui si è dovuto fare fronte con una modifica di bilancio relativa all'anno in corso (fino al 31/12/2009)e il recupero di € 6720,00 da altri capitoli di spesa.
La modifica di bilancio è stata approvata all'unanimità.
Su richiesta dell'assessore di minoranza Paradisi il Sindaco ha spiegato have a problem on the part of the religious order to ensure the continuity of the management of asylum. Stefon settled in PARADISE HALL TESTS
In a room packed with public city council on time and started the ritual procedures for the establishment of the new mayor, Fabio Stefon, who appeared extremely tense and excited.
The first item on the agenda concerning the eligibility of elected representatives and the absence of incompatibility is the party which has taken more time.
Councillor Alessandra Paradisi, to termini di legge, come più volte ha voluto sottolineare, ha richiesto a Fabio Stefoni di fare massima chiarezza sulle sue partecipazioni o ex partecipazioni alle ditte Dueffe e Treeffe, la prima delle quali direttamente implicata nella costruzione di lottizzazioni abusive, sequestrate dal Comune ed acquisite alla proprietà comunale.
Fabio Stefoni ha ribadito di essere uscito dalla Dueffe nel 2002 e dalla Treeffe nel Maggio 2009, sostenendo di avere i documenti attestanti il fatto.
La Paradisi ha sostenuto che, a norma di legge, va presentato un estratto del libro dei soci con certificato del notaio circa la regolare tenuta del registro, da cui si evinca la cancellazione del socio e la data di detta cancellazione e il beneficiario del trasferimento di proprietà.
In mancanza di tale documentazione sarebbe opportuno dare il tempo all'eletto sindaco di provvedere per produrla e quindi rimandare la seduta del Consiglio.
Alla fine di una serie di interventi, che non spostavano i termini del problema, il consigliere di maggioranza Maria Luisa Marchetti ha chiesto la messa ai voti.
Il risultato di questa votazione è stato, ovviamente, a favore di Fabio Stefoni:
11....................hanno rigettato la mozione della Paradisi (tutti i consiglieri di maggioranza);
2......................hanno votato a favore (Diociaiuti e Paradisi);
4......................si sono astenuti (Faustini, Gobbi, Cantoni e Stefoni).
Questo comunque era un passaggio da fare, altrimenti non sarebbero stati ammessi, per legge, accertamenti futuri.
A questo punto si è potuto procedere al giuramento del Sindaco di fedeltà alla Costituzione Italiana.
A giuramento effettuato, il Sindaco ha presentato la Giunta di governo con la nomina degli assessori:

Il 20 Luglio era la data programmata per l'inizio del servizio di raccolta porta a porta, con la definitiva sparizione dei cassonetti e delle isole ecologiche. Che succederà? Staremo a vedere. Renzo Boni, comunque, sappia che la pazienza dei cittadini è esaurita!
Fabio Stefoni, quindi ha enunciato molto schematicamente e molto genericamente le linee programmatiche che la sua giunta seguirà, mettendo più l'accento sul metodo che non sul merito. In particolare ha affermato di voler governare con la maggior condivisione possibile. Non ci ha detto con quali modalità.
Ha annunciato un nuovo PRG che, ha assicurato, non si proporrà di cementificare Castelnuovo, ma di facilitarne lo sviluppo economico. Non ci ha detto come.
