AGENDA 21 a Castelnuovo !
Una politica di Sviluppo Sostenibile condivisa con i cittadini o.... l'ennesima presa in giro da parte di Lucchese & C. ?
Di Agenda 21, a Castelnuovo, si cominciò a parlare nel 2002, quando per opera dello scrivente, quale responsabile del gruppo locale dell'associazione ambientalista “Fare Verde”, fu redatto ed affisso un manifesto in cui si urged the City Council to adhere to the Aalborg Charter and engage citizens in a far-reaching project for sustainable development, shared in the country.
That same year, May 25, sponsored by the local group to make green and Legambiente Castelnuovo, they organized a panel discussion on "An environmental policy for Castelnuovo: the complaint of environmental emergencies in the planning of a shared sustainable development", in during which the then national president of Be Green, the late Paul Hills, spoke of the cultural revolution represented by the process of Agenda 21 which, where implemented seriously, radically changed the relationship between citizens and administration Municipal.
The message fell, however, to an audience unprepared and out of a class of directors, as well as being uninformed, was disinclined to give up management "reserved" for public affairs and thus to a piece of power. The same local press did not catch the 'importance of the proposal and gave it special emphasis.
In recent elections, despite all the talk of environment and sustainable development that it was a bit across the board election, only one list enter the process of implementation of Local Agenda 21, as its key point of the program: Alliance for Castelnuovo .
It was therefore with surprise and pleasure that the March 11, 2005, which invited Making Green representative at the meeting of the Commission of Public Works and Environment, the commissioner listened Baldelli informed those present that in a preview to the forthcoming meeting of the Board to approve the membership of the municipality of Castelnuovo in the Aalborg Charter, as a prerequisite for the activation of a process of Local Agenda 21 and participation, together with the Municipality of Riano, the Notice of the Province of Rome, for the granting of financial assistance on.
I would have expected that the Administration had begun to do a bit of information to increase awareness of the contents and values \u200b\u200bof the Aalborg Charter and the new concepts of governance and in particular on the attention to be put to the right of citizens to participate actively in the policies and local decisions. None of this has been done.

Activate and then implement a process of Local Agenda 21 is a difficult and complex. Become aware of this is already an important step to have any chance of success. The next step is to get the maximum involvement of citizens. Give a great resonance to the decision to join the Charter of Aalborg with posters and conferences to explain the content and values, would be a proper approach and correct. There was neither appropriate nor proper, given the symbolic importance of the event, get it approved by the Executive alone, without involving the entire City Council!
It would also correct and in keeping with the spirit of Agenda 21, if the proposed project to participate in the announcement of the Province of Rome, had been discussed and shared by all the directors, majority and minority. And already, why not involved in this project, even the Opposition, in whose banks sit among others, representatives of that list, which alone had inserted Agenda 21 in his election program?
These signals are in the negative, that report, unfortunately, a certain amount of cultural arrogance and immaturity, that do not accord with the principles of the Charter of Aalborg and the initiation of due process of the Agenda 21.
On April 3, 2006 it was announced that the affiliated municipalities of Castelnuovo and Riano are back on the list for the allocation of funding by the Province of Rome for the activation of a process of Local Agenda 21. The amount of funding for the two municipalities is € 42,643.00.
The loan, according to the rules of the competition, can not exceed 70% of the total project cost, therefore it is likely that, in total (for Riano and Castelnuovo), amounts to no less than € 60,000.00.
We are not aware that the proportion of Castelnuovo (at least € 10,000.00) was made in the budget, at least it's not been with this exact destination. It would not be helpful to talk in the City Council and decide together in opposition, as allocated to this important project?
Now there is money, and soon (within 60 days. And then being informed of the funding by June 3rd ed.) The municipality must report formally to the Province of Rome, the activities they will undertake to implement the project and the start date thereof, to be completed, strictly within 18 months, failing to return del finanziamento.
Non sappiamo quali siano le attività a cui gli attuali amministratori stanno pensando, ricordiamo loro, però, quanto era indicato nel programma elettorale di “Alleanza per Castelnuovo”:
attivazione di un Forum civico, costituito da istituzioni, soggetti economici, associazioni ambientaliste, culturali, sindacali ecc., con lo scopo di orientare il processo di Agenda 21 e monitorarne l'applicazione;
elaborazione da parte di esperti di un “Rapporto sullo Stato dell'Ambiente”, che diventerà base della discussione da parte del Forum per la redazione del Piano di Azione Ambientale;
definizione di Obiettivi, concreti e quantificabili, e formulazione di un ordine di priorità. Objectives and priorities must be translated into programs and deadlines;
definition of "Environmental Action Plan" that is the set of concrete programs and activities to be implemented in a given period, together with a statement of responsibility and financial resources;
monitoring, evaluation and updating of the Action Plan: are the control procedures to verify the outcome of activities and their results, and any improvement works
L 'APAT (Agency for Environmental Protection and the Technical Services) has published a handbook to help those who are engaged in a process of Local Agenda 21. In this book, easily downloadable from the site web dell'Agenzia stessa, sono raccolte le indicazioni che l'esperienza fatta da centinaia di enti locali, in Italia, in Europa e in America, ha consentito di delineare per attivare con successo un processo di Agenda 21 locale.
Fra l'altro, a proposito del che fare nei progetti di attivazione, si fanno le seguenti raccomandazioni, che mi permetto ricordare ai nostri amministratori:
Agenda 21 non deve diventare il giocherello dell'assessore all'ambiente, ma nel processo deve essere coinvolta l'intera giunta, perchè lo sviluppo sostenibile ha risvolti non solo ambientali ma anche sociali ed economici. Il manuale suggerisce che sia il Sindaco in prima persona a coordinare le attività di Agenda 21;

In the delicate phase of definition of the participants the Forum, the involvement of individual citizens or stakeholders and associations, should be as broad as possible.
