Variante al Piano Regolatore.Occhi puntati sull'Opposizione!
L'assessore all'urbanistica Ernesto Ballini sta attraversando un periodo di superlavoro. Eh si! ha deciso che questa Variante al Piano Regolatore s'ha, comunque, da fare! Almeno, bisogna farla arrivare in Regione. Ne va della sua credibilità politica! Per raggiungere quest'obiettivo è necessario che il Consiglio Comunale esamini e voti le oltre 200 "Osservazioni alla Variante", presentate da singoli cittadini , società e associazioni.
Se l'Opposizione non si agita più di tanto, ci vorranno una ventina of meetings of the Board to achieve the goal. VARIANT GENERAL COMMENTS ON THE PRG

1. COMMENTS TO drawings
a. Coffee on the Mount Pheasant, Three pontoons, Mount of the House, Ponte Storto and Ripalta
It is noted that the location of the school campus locations Muta Valley, near the Hill of the Pheasant, which would combine all the nursery schools , elementary and middle part now located at the center, partly at the village of Pontestorto, does not take into account the technical standards laid down in the Decree of 18 December 1975, which sets out principles of location (catchment) school ( Section 1.1) to determine distances and shorter maximum distance (Table 1 - Distances: maternal 300 meters. ; Elementary 500 mt. ; Medium inf. 1000m. - Travel time transportation: maternal, not provided; Primary: 15 min., Inf medium. 15-30min.).
Although the aforementioned DM is abolished (with reservation) art. 12 paragraph 5 of Law No. 23/96, the fact that the Ministry of Education has not yet issued under the rules nor the regions have done the same with its specifications and technical standards consequential executive (Article 5 paragraphs 1 and 2 of Act 23 / 96), means that local authorities should take into consideration the benchmarks set out above, as expressly provided, until the approval of the regional technical standards.
In fact, the location of the school nell’area proposta obbligherebbe tutti i bambini ad utilizzare un mezzo di trasporto (mezzo pubblico, scuolabus o privato) per raggiungere la scuola, affrontando nei casi di insediamenti molto lontani (Monte Lungo, Monte Cardeto, Monte Pozzolana, Monte delle Rose), percorrenze di durata ben aldilà degli indici sopra riportati.
Percontro essendo i bacini di utenza che si vorrebbero accorpare eccessivamente lontani l’uno dall’altro (oltre 10 km), si ritiene opportuno avere due poli distinti, localizzati baricentricamente agli insediamenti da servire; uno in località ex 167 e Monte La Pera, al posto del previsto campo sportivo; l’altro in area da definire fra Colle Verde, Colle del Fagiano e Pontestorto.

Infatti tale procedura rende di difficile determinazione l’effettivo valore del terreno acquisito, dipendendo questo dal valore assegnato al cambio di destinazione di un’area da zona E/1 (agricola senza vincoli) a zona di espansione C5.
D’altra parte viene completamente ignorato il valore negativo che l’impatto ambientale di tale scelta avrebbe sul territorio circostante.

2. COMMENTS ON TECHNICAL STANDARDS FOR IMPLEMENTING

In the absence of such definition, as is the case of the town of Castelnuovo, the minimum lot for the building is set in 30,000 square meters. Therefore
as set out in that Article. 47 should be considered non-standard and call for correction.

REQUEST DI RIPUBBLICAZIONE DELLA VARIANTE GENERALE AL PRG
Abbiamo riscontrato alcuni vizi di forma che a nostro giudizio dovrebbero comportare la ripubblicazione della “Variante”.

a. Tavola riguardante loc. Belvedere, M.te Pozzolana, M.te Vezzo, Fontana Giglio, Centro Storico, M.te Vario e M.te Funicolo
Osserviamo che sugli elaborati grafici relativi alla richiamata tavola di zonizzazione, non sono riportati i confini del Parco di Veio ad ovest della S.S. Flaminia, rendendo in tal modo impossibile, da parte del cittadino, la verifica della salvaguardia dei vincoli di edificabilità dei terreni posti nel Parco.
Osserviamo che sugli elaborati grafici relativi alla richiamata tavola di zonizzazione, non sono riportati i confini del Parco di Veio ad ovest della S.S. Flaminia, rendendo in tal modo impossibile, da parte del cittadino, la verifica della salvaguardia dei vincoli di edificabilità dei terreni posti nel Parco.
